A training programme on Monitoring & Evaluation (M&E) for government officers from the merged areas of Khyber Pakhtunkhwa (FATA) was held from July 15-18, 2019. The customised, four-day event was organised by the Centre for Business and Society at the Suleman Dawood School of Business (SDSB) at LUMS and was designed for middle and senior level officers.
This training programme took place as part of the capacity building interventions for officers of the merged areas (FATA) of Khyber Pakhtunkhwa, under the Governance and Policy Project (GPP). The project is funded through the Multi-Donor Trust Fund, administered by the World Bank and implemented by the Planning and Development Department, FATA.
Managing and reporting performance is a key challenge in public administration and managers in this sector can greatly benefit from sophisticated M&E systems. Therefore, the programme aimed to help the attendees understand the strategic importance of these systems, the mechanisms for designing them and the practical considerations for creating and adopting these practices in government organisations. The sessions also incorporated technical knowledge regarding M&E. Learning objectives for the session included: designing M&E frameworks, developing performance indicators, conducting evaluation studies, reporting M&E data and strategic implications of M&E systems.
The sessions created a shared learning space where participants and instructors engaged in discussions and benefitted from each other’s knowledge and expertise. The programme included case studies and team tasks in order for participants to gain valuable insights into cross functional collaborations.
The training was designed and delivered by members of SDSB faculty, including: Dr. Mohsin Bashir, Programme Director; Dr. Muhammad Azfar Nisar, Co-Programme Director and Dr. Ayesha Masood, Assistant Professor.
Mr. Raymond Muhula, from World Bank and the team leader for GPP in KPK, FATA and Balochistan, was also present at the closing ceremony of the programme. Mr. Muhula appreciated the programme and expressed that M&E systems in government departments can be strengthened via such sessions.
The attendees were very appreciative of the sessions and are eager to partake in further trainings at LUMS in the future.
